Otisburg is a district in Gotham City. It is connected to the Arkham District island via the Trigate Bridge, which runs straight through the northern segement of the island and connects to the rest of Gotham County on the mainland.
History
Scarecrow and the Scarecrow Gang claimed Otisburg following the Cataclysm.[1]

The name Otisburg originates from a scene in the 1978 live-action film Superman, where Lex Luthor's henchman Otis requests that a city should be build in his name.
