After Fish ordered Butch and his thugs to kill Jim Gordon and his partner Harvey Bullock in a slaughterhouse, Butch wanted to make a video of Frankie (Clad in a mask and executioner's robes) killing the two cops. But before Frankie could kill them, Don Carmine Falcone and his mobsters arrived at the slaughterhouse and shot Frankie and the other thugs save for Butch.[1]
