The Third Street Demonz Leader is the leader of the Street Demonz motorcycle gang, after the death of Emmanuel Vasquez

When Emmanuel Vasquez and several Street Demonz bikers are killed, the Penguin is blamed for their deaths, the Third Street Demonz Leader goes out to retaliate. He and one of his men attack Penguin's stronghold at Gotham's City Hall. They gun down Oswald's guards and injure several innocents in the crossfire. Oswald returns fire, wounding both men. The Street Demonz Leader tells Cobblepot what happened at the Demonz' clubhouse and then graffiti left on the wall, pointing the blame at him.
Oswald tells the biker, that if he wanted to start a gang war all of the Demonz would be dead and someone was obviously trying to blame him to force the Demonz to attack. The Third Street Demonz Leader reluctantly agrees and admits that the bikers didn't think of that in their hurry to even the score. Oswald tells the man that he will have plenty of time to think about it, when his men are torturing them both. The two Street Demonz are taken away by Cobblepot's men.
