Emmanuel Vasquez was the leader of the Street Demonz during No Man's Land. Not much was known about him. He was later killed by a Mind-controlled Edward Nygma on the orders of Nyssa al Ghul. After killing him, the still-brainwashed Nygma graffitied the words "Penguin was Here" in an attempt to frame Oswald Cobblepot for the death. This attempt was at least partially successful, subsequently causing the Street Demonz to seek revenge on the wrong man.

Vasquez became leader after the previous leader was killed by Oswald Cobblepot. After his death, a third unnamed member presumably took his place.
