Barkley is an officer for the GCPD.
Biography[]
After Jim Gordon stops a group of muggers and saves a woman, he is apprehended by Barkley. Barkley recognizes Jim and attempts to get backup, but before he is able to, he is knocked down by Jim, who claims that he's innocent.[1]
